From Vision to Action: Building a Circular Economy, One Community at a Time

From vision to action: this is what building a circular economy looks like on the ground. It is not found in policy documents alone or in high-level conferences, but in the hands of community members who choose to reimagine waste as resource, who turn discarded materials into opportunities, and who prove that sustainability can be a source of income, pride, and long-term resilience. Every eco-friendly bag crafted, every reused material given new life, and every mindful choice made by a conscious consumer brings communities closer to a future where nothing is wasted and everything has value. This is the movement we are honored to support alongside Bernadette Espuerta and the DELCABESA People's Organization, whose leadership reminds us that real change starts locally but its impact has the capability to reach the world.
Bernadette and the members of DELCABESA embody the spirit of circular economy in action. They are not waiting for external solutions to arrive; they are creating them from within their community, using local knowledge, available materials, and collective determination. By turning waste into opportunity, they protect the environment while creating sustainable livelihoods and restoring dignity to those who have long been excluded from formal economic systems. Their work demonstrates that circular economy is not an abstract concept reserved for experts; it is a practical, accessible, and transformative approach that any community can adopt when given the trust, tools, and support to lead.
A circular economy is not just a concept; it is a movement powered by people, purpose, and persistence. It is about reimagining systems that have long prioritized extraction over regeneration, consumption over conservation, and short-term gain over long-term wellbeing. It is about empowering communities to design solutions that honor their culture, leverage their strengths, and address their unique challenges. And it is about proving that sustainability and profitability are not opposing goals but complementary pathways to resilience. When communities are equipped to close the loop on waste, they do more than reduce pollution; they create green jobs, strengthen local economies, and build systems that can withstand climate shocks and economic disruptions.
This work is made possible through the EU-PH Green Economy Partnership, funded by the European Union in the Philippines as part of the EU's GlobalGateway initiative and spearheaded by the Department of Environment and Natural Resources to support a green, just, and sustainable future. Co-implemented by the Department of the Interior and Local Government and UNDP Philippines, Specific Objective 2 of this partnership focuses on Green LGUs, empowering local governments and communities to lead inclusive circular economy transitions, reducing plastic and organic waste, creating green jobs, and building climate-resilient local systems rooted in sustainability. Through this framework, AGREA, together with iLAJA and the Municipality of Del Carmen, Surigao del Norte, is advancing inclusive, locally-led circular economy transitions that put community voices at the center of design and implementation.
Our role in this partnership is to walk alongside communities like DELCABESA, providing technical support, facilitating connections, and amplifying local innovations so they can scale and inspire others. We believe that sustainable change cannot be imposed from the outside; it must be cultivated from within, honoring community wisdom while introducing practices that enhance productivity and environmental stewardship. When we invest in community-led circular economy initiatives, we are not just funding projects; we are trusting people, validating local knowledge, and creating pathways for grassroots innovation to influence broader systems change.
Let us stand with Bernadette, with DELCABESA, and with the countless communities across the Philippines who are proving that another economy is possible. Let us support their ideas, invest in their creativity, and help transform these initiatives into thriving, profitable livelihoods. This means buying from community enterprises that prioritize sustainability, advocating for policies that enable circular economy transitions, and recognizing that every purchase is a vote for the kind of world we want to live in.
