Para sa Isla: Building a Circular Economy Led by the People, for the Island

Del Carmen, Siargao's only Green LGU, is boldly moving toward a circular economy, turning today's challenges in waste, livelihoods, and climate resilience into opportunities for inclusive growth. In a community facing limited waste collection and increasing environmental pressures, the strength and creativity of the people are taking center stage. We believe that the solutions to our most pressing environmental challenges do not come from outside; they emerge from within communities when people are empowered with knowledge, resources, and the freedom to innovate. This is the heart of the Para sa Isla Project, a locally-led movement that proves circular economy is not just a concept, but a lived reality shaped by women, youth, farmers, and fisherfolk who know their island best.


Through the Para sa Isla Project, we are witnessing the transformation of traditional practices in agriculture, fisheries, and local crafts into innovative circular economy solutions. Participants are gaining a deeper understanding of how waste can become value, how organic materials can be composted and returned to the soil, and how sustainable livelihoods can emerge from what was once discarded. By building on existing knowledge and practices, we are not introducing entirely new systems; we are enhancing and connecting what already exists, creating a web of circular solutions that are culturally appropriate, economically viable, and environmentally restorative. Community members are developing prototypes and minimum viable products that address real challenges, from plastic waste management to organic waste diversion proving that innovation thrives when communities lead the way.



This initiative is made possible through the EU-Philippines Green Economy Partnership, funded by the European Union as part of the EU's GlobalGateway initiative and spearheaded by the Department of Environment and Natural Resources. Co-implemented by the Department of the Interior and Local Government and UNDP Philippines, Specific Objective 2 of this partnership focuses on Green LGUs, empowering local governments and communities to lead inclusive circular economy transitions. The program aims to reduce plastic and organic waste, create green jobs, and build climate-resilient local systems rooted in sustainability. Through the EU-PH Green Economy Partnership SO2 Green LGUs Civil Society Grants for Circular Economy, AGREA Foundation, together with iLAJA, is empowering people's organizations, cooperatives, and community groups to champion inclusive circular economy transitions. This partnership represents more than funding; it represents a shared commitment to locally-led development that respects community wisdom while providing the support needed to scale impact.



The Para sa Isla Project embodies what building a circular economy looks like on the ground. It is women transforming coconut husks into useful products, farmers creating organic fertilizers from agricultural waste, fisherfolk developing systems to collect and repurpose ocean plastics, and youth designing innovative solutions for their barangays. It is coordination meetings that bring together Youth CORE, local government, and civil society partners to ensure that circular economy transitions are inclusive and intergenerational. It is the establishment of community farms in every barangay that serve as living laboratories for regenerative practices. This is not a top-down intervention; it is a collaborative ecosystem where every stakeholder has a voice, every idea is valued, and every contribution moves the community closer to a sustainable future.


Del Carmen's commitment to circular economy is not temporary; it is institutionalized. The municipality has demonstrated its unwavering commitment to locally-led circular economy solutions through policy, practice, and permanent structural changes. As Siargao's only Green LGU, Del Carmen is setting an example for other municipalities, proving that environmental protection and economic development are not competing goals but complementary pathways to resilience. The municipality's leadership in promoting sustainability, reducing waste, and building resilient local systems continues to inspire neighboring communities and national partners alike. Through initiatives like CircuLab info sessions and Circular Economy Ecosystem Mapping, Del Carmen is equipping its citizens with the tools and knowledge to participate actively in the circular economy transition.



We are honored to walk alongside the Municipality of Del Carmen, iLAJA, UNDP Philippines, the European Union, and most importantly, the resilient people of Del Carmen who are proving that a circular economy is not only possible but already happening. This work is challenging, requiring patience, collaboration, and a willingness to experiment and learn from failure. But the results are undeniable: waste is being diverted from landfills and oceans, green jobs are emerging, community resilience is strengthening, and a new generation of environmental leaders is rising. The Para sa Isla Project is more than a program; it is a movement that demonstrates what happens when communities are trusted to solve their own challenges, when local knowledge is valued alongside technical expertise, and when sustainability becomes a shared vision rather than an external mandate.



As we continue this journey, we remain committed to amplifying the voices of women, youth, farmers, and fisherfolk who are the true architects of Del Carmen's circular economy. We will continue to provide technical support, facilitate partnerships, and create spaces for innovation and learning. We will document successes, share lessons, and advocate for policies that enable locally-led sustainability. And we will celebrate every prototype, every green job created, every kilogram of waste diverted, and every young person who chooses to build their future on this island. The path toward a circular economy is not linear; it is cyclical, iterative, and ever-evolving. But with the courage, creativity, and commitment of the Del Carmen community, we are confident that this island will continue to lead the way, showing the Philippines and the world that a green, just, and sustainable future is not just a dream—it is a reality being built today, by the people, for the island.
